This does seem like a real issue, workers becoming more reluctant to test if they know they'll miss work for up to two weeks. But surely the solution to that is paid sick leave! If anything we should be massively increasing access to tests to monitor outbreaks.

My sister is a nurse at a very well regarded university-affiliated hospital. Recently she got Covid for the first time and had to cash out some of her own sick days because the hospital no longer covers people after 5 days even if they are still testing positive.

The five day guidelines came about for the same reason. Delta complained about staffing and the CDC dropped everything to change the isolation standards, despite no change in evidence about the virus.
