It’s also surrounded by a cemetery, a river, and parkland. Who exactly are they supposed to be sniping? It’s quite possibly the dumbest place in D.C. to put a sniper platform.

They shouldn't need much ammo but mostly the adversary shouldn't know where they are. If you know their position, you know their range, their blind spots, and you can retaliate

Tourists really love to visit sites where soldiers are pointing guns down at them. Disney’s had armed snipers on top of space ship earth and sleeping beauty castle for years now. The kids love it.
