Happy to see our paper on dividend tax reforms out in Fiscal Studies (@theifs.bsky.social)! On a conceptual note, dividend tax is unusual among widely used taxes: it falls heavily on the top 1% (and barely at all on the bottom 90%), while still having the potential to raise substantial revenue 1/2

Y Berman & E Klor show that temporary tax holidays may generate substantial short-run revenues but also encourage taxpayers to postpone future distributions if they expect similar relief again. Policymakers should consider how policy shapes tomorrow's expectations. cepr.org/voxeu/column... #EconSky
Figure shows the top 1% income share in Israel. The top 1% share is total gross income of the top 1% divided by total reported income. The counterfactual adds back the dividend income estimated to have been retained because of the 2017 reform. The reform years 2011 and 2017 are excluded.

Governments increasingly look to capital income for both revenue and redistribution. This column compares two dividend tax reforms in Israel – a permanent rate increase and a temporary one-year cut – to examine how high-income taxpayers can adjust the timing and labelling of dividends in ways that undermine reform. Both produced immediate surges of more than 100% in reported dividends and tax revenue. But only the temporary reform left a lasting mark: payouts fell sharply once the relief expired, as firms retained earnings in anticipation of future cuts. Because undistributed profits are not recorded as personal income, the resulting rise in retained earnings also made top-income inequality appear to fall.

Markets and Mobility: How Employers Structure Economic OpportunityIntergenerational mobility, measuring the ability to achieve economic success regardless of family background, is a critical reflection of a society’s commitment to equality of opportunity. Rising income inequality has raised concerns about the potential erosion of upward mobility. While education has traditionally been viewed as the path to mobility, its transformative power is facing challenges in a rapidly evolving job market. This project reorients the focus of intergenerational mobility research by highlighting the labor market as an arena for the reproduction of advantage. It employs a comparative approach, using administrative data from four countries: Sweden, Austria, England, and the United States. It also incorporates evidence from a broader set of nations through cross-national surveys, longitudinal household surveys, labor force surveys, secondary data, and digital trace data. The project employs cutting-edge empirical methods, including quasi- experimental designs, event studies, within-family comparisons, decomposition analyses, counterfactual simulations, and diagnostic checks to rigorously assess the extent of inequalities in the labor market. The research investigates how family background influences the sorting of individuals to employers and workplaces, accounting for education and occupation, and explores variations in career progression within and between employers. It comprehensively catalogues and assesses mechanisms shaping workplace inequality, contributing to the development of social closure theory. Additionally, the project evaluates intervention strategies, encompassing both employer practices and government actions, to promote fair opportunity in the labor market.
