Things got more insane just about as soon as I posted this last night. DHS is now arguing that we cannot even put the names of ICE officers in our lawsuit against those officers. Their position is that, if a defendant works for DHS, they cannot be named in a lawsuit. Never seen anything like it.
All this time, while Defendants have refused to identify Does 4 and 5 or respond to Leo’s discovery requests, the six-month statute of limitations on his FTCA claims has nearly expired. So, on October 6, Leo sought Defendants’ consent to file an amended complaint that (1) adds his FTCA claims against the United States and (2) adds the names of Does 1, 2, and 3. These minimal changes are shown in a redline attached to this filing.
Defendants, however, refused to consent to Leo’s amendments because there is not a protective order in place. One of Defendants’ positions with respect to the protective order is that the “full legal names” of all government employees “should be confidential.” (ECF 109, at 2). That position, apparently, means that Defendants even oppose Leo identifying specific officers in his lawsuit against those very officers based on their misconduct in carrying out their public duties. Because Defendants will not consent to Leo’s amendments, Leo has filed this motion for leave.Justice also requires granting Leo leave to name the Doe officers as defendants. Despite DHS’s remarkable position that all government employees’ names are confidential, parties routinely sue government employees by name. In fact, Rule 10(a) “requires a complaint to ‘include the names of all the parties.’” Doe v. Frank, 951 F.2d 320, 322 (11th Cir. 1992) (per curiam) (quoting Fed. R. Civ. P. 10(a)). “Lawsuits are public events.” Id. Rule 10(a) “protects the public’s legitimate interest in knowing all of the facts involved, including the identity of the parties.” Id. Only in an “exceptional case” can a party’s name be withheld from the public. Id. And that bar is even higher for public employees since their employment “diminishes their privacy interests” given “the corresponding public interest in knowing how public employees are performing their jobs.” Stern v. FBI, 737 F.2d 84, 92 (D.C. Cir. 1984);

BP are technically first responders, but as we can see here and we have seen countless times through the years, they do not respond to help people who they don’t think need help. Because of international cell phone agreements, it can also be very hard to call 911 in remote border areas.

Former Joliet police lieutenant Jeremy Harrison, 50, faces a charge of computer tampering and official misconduct in Will County, per Illinois State Police. Harrison’s charges make him at least the third Will County law enforcement officer accused of misusing the surveillance technology this year.

Note: Rockford is *very* far from Chicago. Not the same metro, not the same county, a solid 90 minute drive in favorable traffic. Agents have also been seen in Kankakee yesterday and today...totally opposite side of the state, an hour or so south of Chicago.

Social media reports and videos from late last night also show Rockford police arresting what appears to be a minor child at a demonstration outside the Radisson where locals have seen ICE vehicles. At least one other person also arrested; the child suffered injuries.

We don't yet know precisely how many people ICE has snatched from the area. between yesterday and today. Sounds like at least a dozen, likely more. So far today they've also fanned out to detained someone in Freeport (25 miles west) and across the state line in Beloit, Wisconsin.

ICE is slamming far northern Illinois for a second day in a row. Rapid responders in Rockford say federal agents detained a group of roofing workers this morning—eight men all the way from Minnesota. Volunteers are currently trying to locate their families. From a local immigration attorney:

The few residents that were allowed to speak at the Marana Council meeting tonight criticized town officials for their lack of action and failure to address the concerns about the ICE camp and the open intention to fill it over capacity — some estimates reaching over DOUBLE the originally 550 limit.

I know we are not supposed to create super raccoons, but I think you'll change your mind and professional ethics when you see how cute they are. I believe we are on the cusp of a new era in advanced human scurrying because if medical science has taught me anything, it's that improvements in raccoons correspond 1:1 to improvements in humans.

It was like the earth cracking in half. They call it a grandmother tree I guess is what they were saying. People screamed when it fell. That sounded like the earth cracking in half too.

Another officer facing official misconduct charges has caused a man to become paranoid about being followed, per the alleged victim's attorney. “He has been stalking us for two years, I fear daily he is following myself and [my child],” another alleged victim wrote in a protective order petition.

Journalist Steve Held said he was filming federal agents making an arrest when the agents grabbed him. He reported in a lawsuit last year that he was tackled, thrown to the ground, handcuffed and taken into ICE’s Broadview Processing Center in Illinois. He was released hours later without charges.

45 asylum seekers imprisoned in Georgia's Folkston ICE detention center went on hunger strike today. Some have been in this concentration camp for three years. They demand immediate release into the US, protection from re-detention and deportation, and reunification with loved ones.

10/6/26 Chicagoland ICE activity update: Rapid responders report ICE has been heavily active in Rockford, IL since at least ~7:20 a.m. Reports of at least 2 detainments, maybe more. Rockford rapid responders last put out an ICE activity alert ~45 min. ago; it's unclear if ICE is still in the area.

The Trump administration says none of this is happening. 

"DHS is NOT arresting U.S. citizens by mistake." "There are no 'indiscriminate' stops." Allegations of "racial profiling are disgusting, reckless and categorically FALSE." "The pattern is NOT of law enforcement using force." "ICE does not zip tie or restrain children." 

But that is precisely what is happening, and at a far larger scale than previously reported.
