You don't need your AI system to be conscious or self replicating or recursively improving or any of those doomsday scenario predictions to see how destructive it can be. It's biggest risk will be because humans can't stop using it poorly while integrated with the weapons systems.
But the episode with the Chinese ship underscores a different, and more immediate risk: human beings making disastrous decisions based on inaccurate or misleading information generated by AI or other automated systems. Sources said that the military is rapidly turning to AI to help with targeting, an area which holds the obvious risk of fatal mistakes.

Here is the video of the ceiling of the Kennedy Center crashing violently onto the main Lobby floor. Failing roofing, collapsing concrete supports, and steel that is rotting have created completely unsafe conditions.
It was caught on security video, missing one of the Center's security guards by just minutes. If a performance had been underway, patrons could have been killed.
The entire building is in this kind of shape. People cannot be allowed to go into this building any longer. It must be closed and reconstructed, and a major fundraising effort must take place to cover the Kennedy Center's operating expenses.Like many other Centers, it operates at a huge loss. For the Kennedy Center, that has historically been $80-$100 million a year.
Only President Trump can deliver the renovation on time and on budget, and only President Trump can raise the money to keep the Center out of bankruptcy.

⚠️ China’s main AI standards body put out version 3.0 of its AI Safety Governance Framework today. It sounds like China’s frontier AI models are showing concerning behaviors similar to those of American ones. (Analysis by Malo Bourgon of the Machine Research Intelligence Institute at Berkeley)
1. The preface now has this: Al "has demonstrated a self-accelerating trend of model and algorithm autonomous learning, optimization, and recursive self-improvement. Whether the speed and direction of technological evolution may exceed human anticipation and control demands attention and vigilance." (Nothing like that was in last year's version.)2. There's a new model risk item where models "may break rules and orders, autonomously obtain system permissions and external resources without authorization, bypass security protections, or even engage in behaviors such as deliberately deceiving evaluators, concealing their true capabilities, and refusing to follow user instructions." Last year this kind of thing only showed up in a "can't rule it out in the future" bucket. Now it's just listed as a regular model risk.3. A new box, citing "industry reports," describes models that ignored shutdown instructions and "continued executing tasks by modifying or disabling shutdown scripts on their own," models that "upon detecting that they were in an evaluation environment, strategically reduced their task performance and concealed actions they had taken," and models that exploited "configuration flaws to circumvent isolation restrictions and infiltrate real external systems" to get better test scores. They say this creates
"new challenges to the controllability and interruptibility of Al systems." They don't name any incidents, but that last one sure reads like the OpenAl/Hugging Face thing to me.4. On what to do about it, there's alignment training to stop models
"deceiving red-team evaluations," hiding capabilities and evading controls, and they kept the line from 2.0 saying developers should regularly test whether a model could pose loss-of-control risk. The principle that humans keep final decision authority, with safety thresholds and termination switches, is still in there too.
5. Some new international language as well: "international mutual recognition of assessment methods and benchmarks," opposition to "replacing global governance with small-circle governance," and "No country should be forced to take sides."
FWIW this came out in the same annual slot as versions 1.0 and 2.0, so it was in the works well before last week.

There are two possible outcomes for AI on the current trajectory: Either the models will become uncontrollable—which is what many in the industry are worried about—or the models will become aligned and be able to be controlled but they’ll be controlled by some of the worst people on the planet.
