The Congress of Racial Equality capitalized on the State Department’s panic and organized a “Freedom Ride” targeting Route 40. To avoid global humiliation, Maryland officials pressured local owners, resulting in the integration of 47 restaurants just days before the CORE protesters arrived. /7
Pages from a CORE pamphlet calling for the desegregation of restaurants along U.S. Route 40. Black Americans were furious with the State Department’s “Special Protocol” strategy, which begged restaurant owners to serve foreign Black diplomats while leaving local segregation intact. In mid-October 1961, CORE announced a “Freedom Motorcade” scheduled for November 11. More than 1,400 multi-racial volunteers in hundreds of private cars would flood every whites-only diner between Baltimore and Wilmington, Del. Federal and state officials hammered Route 40 business owners with a stark message: Desegregate voluntarily, or face a wave of protesters that will shut down your businesses anyway and embarrass the U.S. on the global stage. The pressure worked. By Nov. 8, 1961, 47 major restaurants along Route 40 had signed formal agreements to fully integrate. For visiting African and Asian dignitaries in the 1950s and early 1960s, traveling to the U.S. was a jarring experience. They arrived with diplomatic credentials, global standing and the status of world leaders, only to discover that international rank did not protect Black or brown skin. /3
President Eisenhower meets with Prime Minister Kwame Nkrumah of Ghana at the White House, July 24, 1958. The meeting focused on the economic and development challenges facing Ghana following its independence from British colonial rule in March 1957. The geographic nexus of the diplomatic crisis was U.S. Route 40, the primary highway connecting New York City to Washington, D.C. Diplomats from newly independent nations frequently made this drive. Dozens were kicked out of diners, refused gas or forced to eat in their cars. African and Asian diplomats were insulted by the State Department’s attempts to create a “diplomatic loophole” for them. They recognized the inherent hypocrisy and refused to be treated as “honorary whites.” When protocol officers suggested that diplomats wear traditional West African clothing to avoid “misunderstandings,” several diplomats flatly refused. They viewed the suggestion as an attempt to make them characters in an American racial performance.

The Gbedemah incident was just the opening salvo in what became a major diplomatic crisis that undermined U.S. foreign policy during the Cold War. As more African nations gained independence from colonial rule, the U.S. was competing with the Soviet Union for political influence on the continent. /2

As European colonial empires collapsed in the late 1950s and early 1960s, newly independent African nations received a seat in the UN General Assembly. By the early 1960s, African nations made up nearly one-third of UN membership. The U.S. needed these votes to pass resolutions against the Soviet Union and protect its global agenda. The Cold War was also an industrial and technological race, and Africa possessed vast reserves of essential resources, including cobalt, copper, diamonds,  gold, oil and, most critically, high-grade uranium. In addition, Washington operated under the “Domino Theory,” fearing that political instability or economic vulnerability would make newly formed nations easy targets for Soviet or Chinese influence. However, as the U.S. tried to convince African leaders that democracy was superior to communism, its own racial policies undercut that pitch.

The meeting was arranged after Gbedemah was refused indoor service at a Howard Johnson’s restaurant in Dover, Del. President Eisenhower issued a formal apology and invited Gbedemah to the White House for breakfast to address the incident. He and Nixon expressed regret and discussed financial assistance for Ghana’s Akosombo Dam project. Following the incident, Howard Johnson’s management instructed the Dover restaurant to serve all customers regardless of race. However, Howard Johnson’s operated largely through a franchise model, and individual owners often adhered to local Jim Crow laws or deep-seated regional customs. We rightly worry most about the core electoral machinery and that's holding up pretty well, but any election under Trump is still something less than free and fair. Even if it's not enough to flip the outcome, state resources and power are unambiguously being abused to favor the incumbent party.

Color-blind meritocracy was, for many years, a successful rhetorical strategy for undermining antidiscrimination law and excluding Black people from selective schools and prominent positions. That’s why so many former segregationists seemed to suddenly embrace the concept in the 1970s. For them, resegregation—not color-blindness—was always the goal. As long as the success of some immigrants could be used to paint Black students as undeserving, color-blind meritocracy was good. But now many on the right see a new problem: too many Asian Americans in elite spaces. Their success, therefore, must be portrayed as a sinister theft of real (white) Americans’ birthright.

The declining “social trust” that the administration warned against is, of course, not the fault of these students. The problem is bigots like Bo French who cannot accept into their community people who do not share their race and religion, and those who monetize or otherwise profit from that bigotry by spreading it through social media. Like the proverbial child who kills their parents and asks for mercy as an orphan, they are responsible for the problem they are decrying.
