The issue is that many companies (Microsoft, Goldman Sachs) will just pay that money (see: it's not a fine, it's a cost). And I wouldn't be surprised if they mandated payback if the employee has the temerity to try to transfer their visa. Your latter idea is much better.

A rainbow is a portion of a circle centered on the point directly opposite the sun. This circle always has an angular radius of 42 degrees: that's how raindrops work. A full moon is directly opposite the sun. So if the moon is in a rainbow, it's close to 42° degrees away from being full. (2/2)
Refraction and reflection in a raindrop, producing a rainbow. White light separates into different colours (wavelengths) on entering the raindrop, as red light is refracted by a lesser angle than blue light. It reflects against the back of the raindrop and gets refracted again as it leave the front.  On leaving the raindrop, the red rays have turned through a smaller angle than the blue rays, producing a rainbow.
