Ambitious permitting bill out today! @heinrich.senate.gov says: "We need to be able to build big things in this country again... to figure out how to get to yes, or how to get to no, a whole lot faster. If we don't, we will see 20-30% increases in the cost of electricity in the near term."

Permitting hurdles (let alone executive cancellations) asymmetrically hurt clean energy - it's extremely good news for ratepayers + for the climate that the Senate has come up with a major reform package.

I don't think this can be true unless you assume an owner is indifferent between charging rent and charging the same rent + giving away equity - the actual worst outcome a renter could face is losing their investment + the opportunity cost of not consuming / investing the excess rent paid for equity

NHPA review areas are ~1/2 mile for gas pipelines, but can be enormous for clean energy. Indirect areas of effect for offshore wind can be so large that they are limited only by the Earth's curvature. Vineyard Wind's review radius was 40 miles - 80x that of a typical gas pipeline.

We spent the last six months working with 17 transit experts to produce 40,000 words on fixing transit delivery — because California spent 16 years (so far) and 1 billion dollars to produce 100,000 pages of environmental review. (The train still doesn't exist.)

The Second Avenue Subway cost more, per mile, than any transit project in history. If we can bring costs down — and our just-launched Transit Abundance Playbook lays out 15 federal levers that would do that — we can build much, much more transit, even in a hostile funding environment.

The LVT was authorized under Cuomo, but it's never been used. Very few people wrote about it before @aarmlovi.bsky.social's article for @vitalcitynyc.bsky.social, with one exception: Then-Assemblymember @zohrankmamdani.bsky.social praised value capture and § 119-r in a Jacobin interview in 2022:
