What is ICE Air?

*ICE Air is a conglomerate of charter airlines that fly detainees between local prisons, detention centers, and out of the country
* “Shuffle” flights are domestic
* Detainees are shackled before/during/after
* Denver Air Connection / Key Lime, Global Crossing, Eastern Air Express
* Akin to FedEx or Amazon, hub/spoke
* ~65,000 currently in ICE detention, ~70% don’t have a criminal conviction
