.4% of the almost 4 road deaths per day in this country were e-scooter riders. That's definitely a good reason to put them in the headline and not the actual death machines.

My least popular (and most correct) view is that cars should be automatically limited to the local speed limit. Put the pedal to the floor and you still can't go over 25mph in a residential area. (15 in Manhattan btw)

I suspected as much from the two drivers arrested, other eyewitnesses have confirmed. The speed of some, too many, drivers on this road is terrifying as another driver, let along a cyclist or pedestrian. But this isn’t just about dangerous drivers, but also a road that permits such speeds.
A Facebook comment:

My daughter and I saw a car matching that description flooring it down Preston North Road in the opposite direction about ten minutes before that, flying in and out of traffic and sped over the roundabout. I wonder if it was them that turned around at some point and sped back up in direction of Foxhunters pub. They seemed to be racing.

The introduction of a default 20mph speed limit on restricted roads in Wales in September 2023 generated significant public debate. The policy increased the share of roads with a 20mph limit from 2% to 37% as of September 2023.
