While reading this: www.halifaxexaminer.ca/government/p... I see: "A municipal traffic authority can set a speed limit of 80 km/h or less on municipal roads." Does that mean HRM could now (or soon) decide the speed limits on streets, like make it 30km/j on all residential streets if they wanted?

A lot of people assume we'll start decarbonizing once things calm down. We need a new pipeline now, but hey, once things are better, we can focus on the environment. But things are never gonna calm down. The world is going to get more chaotic every year because we didn't decarbonize decades ago.

The last few times Halifax was given free money with a deadline (bike lanes, transit, windsor exchange) we blew through the deadline without even starting, got extensions out to around 8 years, still didn't manage to *START* planning before the deadline, and lost the funding.
