A hallmark of democratic backsliding is government leaders stealing from taxpayers and using public funds to try to get themselves electoral advantages. Backsliding countries keep the form of elections, but corrupt leaders render them no longer free and fair by putting a state thumb on the scale.

Seems likely to backfire, there are a lot of disillusioned Trump voters who make less than $63,840 who this might piss off when they DON'T get a check.
An administration official told ABC News on Thursday that the primary recipients of the checks will be people with incomes "above" 400% of the federal poverty level. The federal poverty level is $15,960 a year for an individual in the contiguous 48 states and Washington, D.C.

Acentra Health, LLC (Accentra) currently provides the same claims processing system utilized by the VAFSC and therefore has direct experience with IHSC's business rules and requirements enabling the fastest restoration of services. As such, the government will only request a proposal from one source, Acentra, as they can restore support quickly."

Acentra Health is finally scheduled to begin accepting third-party providers' claims for care given to people in ICE detention, after failing to do so for more than a year. In that time, ICE obligated $133.7M on the no-bid award. And while Acentra got paid, healthcare providers got stiffed.
