More than half of the members in the NYC Council sent a letter to Mayor Zohran Mamdani, Police Commissioner Jessica Tisch, the city’s district attorneys and administrative judges Thursday urging the city to investigate why a handcuffed woman was forced to give birth in a BK courtroom last month

“More than half of the members in the New York City Council sent a letter to Mayor Zohran Mamdani, Police Commissioner Jessica Tisch, the city’s district attorneys and administrative judges Thursday urging the city to investigate why a handcuffed woman was forced to give birth in a Brooklyn courtroom last month.  

The letter, organized by the council’s progressive and women’s caucuses, comes several weeks after a 33-year-old woman named Samantha Randazzo went into labor during her May 15 arraignment at Brooklyn Criminal Court. At nine months pregnant, she was handcuffed behind her back as she waited to be arraigned for low-level drug and trespassing charges. While NYPD officials say the handcuffs were removed while Randazzo was in active labor, her baby was delivered by a court officer without any medical equipment, and she was reportedly in full view of multiple court staff. . Mere hours earlier, she was discharged from Coney Island Hospital despite being in police custody and heavily pregnant. Randazzo ultimately delivered a healthy baby a little before midnight.”

“We’re relieved that Introduction 175-B is behind us. We have long advocated for measures to combat hate, such as @jfrejnyc NYC Against Hate, which we were thrilled to see in the Mayor’s Executive Budget. We know that proactive and data-driven measures are the only way to effectively combat antisemitism, Islamophobia, transphobia, and all other forms of hate violence. 

Since 175-B’s introduction, we have seen collective opposition from civil rights organizations, religious leaders, unions, and educational organizations warning about the serious risks of infringement on Americans’ constitutional right to peacefully assemble. It would have been irresponsible for this bill to become law, especially as we witness a crackdown on campuses. Students and faculty are facing widespread terminations and deportations, all as a consequence of exercising the right to organize against genocide. 

Our city can protect students’ right to make their voices heard while also making clear that hate violence has no place here. In this new era of city politics in FY27, Council Progressives are calling for Rentals within Reach, a smart investment that will provide over 20,000 of our struggling neighbors with stable, accessible housing and the wrap-around services they deserve

Today, our City’s in a housing crisis and this vital resource sits in disrepair. Rentals within Reach is a two-pronged effort that brings us back to the promise of publicly-funded housing as a key pillar of our city’s safety net. Number 1: Open NYCHA Units. Our campaign calls for $170M to expedite vacant unit repairs in NYCHA. With a backlog of over 6,000 vacant units, representing more than the entirety of Queensbridge and Red Hook Houses combined, the City currently prepares apartments at a rate of just 390 a month. Council Progressives are calling for the resources necessary to steadily increase that rate to 1,000 a month over the course of Fiscal Year 2027.Just as Mayor Mamdani filled over 100,000 holes in our streets in the first 100 days of his administration, we are calling for that same urgency to meet the ballooning number of NYCHA vacancies.” “Number 2: Open Supportive Housing Units. Our campaign also calls for $78 million to renovate 1,000 supportive housing units and permanently preserve an additional 325 units. We’re calling for a $13 million flexible expense pot to allow for repairs to HRA and DOHMH units so providers can re-rent. Additionally, we join the Supportive Housing Network of New York in calling for $65.3 million to permanently preserve 325 units.”

Among the many announcements, we appreciate the inclusion of an additional $26 million for the Office to Combat Hate, $20.5 million to implement the Street Vendor Reform Package, the baselining of $25 million for Promise NYC, and cuts to both wasteful vacancies at the Department of Corrections and bloated contracts. 

For years, our members have stood determined to ensure that working New Yorkers do not bear the brunt of any budget deficit and we will continue to hold firm on this core belief. Negotiations aren’t over yet. There’s much more to be done to bolster CityFHEPS, NYCHA Vacant Unit Readiness, and other vital services. “Upon hearing word of our colleague Chi Ossé’s wrongful, violent arrest for standing up for Brooklyn resident Carmella Charrington whose home is being stolen through deed theft, many of our members have arrived on scene at the 79th precinct in Brooklyn. We demand Council Member Ossé and everyone else arrested’s immediate release and that charges be dropped. We also urge the Governor to enact an immediate eviction moratorium on homes suspected of deed theft.”

Our members led the charge to expand the program, passing Local Laws 99, 100, 101, and 102 and then overriding the veto of former Mayor Eric Adams. Since the override, an estimated 25,000 New Yorkers who could have benefited from the legislation have been evicted; that is unconscionable.
