In a difficult year with limited resources, I appreciate @mayor.nyc.gov's honest accounting of our financial obligations and adeptly securing major support from Albany to balance the city’s budget. I’m pleased this budget has more money for our parks, CUNY, libraries, culturals, & local schools.

At today's Stated Meeting, I'm proud to have worked with my colleagues to pass Int. 580 -- my bill for a new Office of Child Care! I'm proud to work towards a child care system that is both accessible and universal -- through the Office of Child Care, we're one step closer to that goal.

NO NEW COPS
“I am proud to have worked closely with the Mayor and public safety advocates to ensure there was no increase to the NYPD’s headcount in this budget. Every dollar we spend on policing and incarceration means money we can’t spend on housing, mental health care, substance use treatment, and economic stability: the proven policies that actually keep our communities healthy and safe. This budget is an important check on the failed policy of broken windows policing and will allow us to build a public safety infrastructure rooted in care, not punishment and incarceration. And we will keep building on it.”

The number of vacant NYCHA apartments has ballooned 12-fold over the last 4 years. Amid a housing crisis, this is disgraceful. @nycprogressives.bsky.social are calling for a $250 million investment to repair these units and get 20,000 New Yorkers housed in vacant NYCHA and supportive housing.

More than half of the members in the NYC Council sent a letter to Mayor Zohran Mamdani, Police Commissioner Jessica Tisch, the city’s district attorneys and administrative judges Thursday urging the city to investigate why a handcuffed woman was forced to give birth in a BK courtroom last month
Screenshot of article in city and state titled “Council Members want answers about last month’s courtroom birth”Screenshot of part of city and state article:

“More than half of the members in the New York City Council sent a letter to Mayor Zohran Mamdani, Police Commissioner Jessica Tisch, the city’s district attorneys and administrative judges Thursday urging the city to investigate why a handcuffed woman was forced to give birth in a Brooklyn courtroom last month.

The letter, organized by the council’s progressive and women’s caucuses, comes several weeks after a 33-year-old woman named Samantha Randazzo went into labor during her May 15 arraignment at Brooklyn Criminal Court. At nine months pregnant, she was handcuffed behind her back as she waited to be arraigned for low-level drug and trespassing charges. While NYPD officials say the handcuffs were removed while Randazzo was in active labor, her baby was delivered by a court officer without any medical equipment, and she was reportedly in full view of multiple court staff. . Mere hours earlier, she was discharged from Coney Island Hospital despite being in police custody and heavily pregnant. Randazzo ultimately delivered a healthy baby a little before midnight.”

With news that a veto override attempt on Introduction 175-B has been delayed, Caucus leaders Sandy Nurse, Tiffany Cabán, Alexa Avilés, and Kayla Santosuosso issue the following statement:

“We’re relieved that Introduction 175-B is behind us. We have long advocated for measures to combat hate, such as @jfrejnyc NYC Against Hate, which we were thrilled to see in the Mayor’s Executive Budget. We know that proactive and data-driven measures are the only way to effectively combat antisemitism, Islamophobia, transphobia, and all other forms of hate violence.

Since 175-B’s introduction, we have seen collective opposition from civil rights organizations, religious leaders, unions, and educational organizations warning about the serious risks of infringement on Americans’ constitutional right to peacefully assemble. It would have been irresponsible for this bill to become law, especially as we witness a crackdown on campuses. Students and faculty are facing widespread terminations and deportations, all as a consequence of exercising the right to organize against genocide.

Our city can protect students’ right to make their voices heard while also making clear that hate violence has no place here. We remain committed to combating hate violence in NYC and centering the needs of vulnerable New Yorkers in the term ahead.”With news that a veto override attempt on Introduction 175-B has been delayed, Caucus leaders Sandy Nurse, Tiffany Cabán, Alexa Avilés, and Kayla Santosuosso issue the following statement:

In this new era of city politics in FY27, Council Progressives are calling for Rentals within Reach, a smart investment that will provide over 20,000 of our struggling neighbors with stable, accessible housing and the wrap-around services they deserve
Text on graphic saying “The New York City Council Progressive Caucus announces Rentals within Reach: an FY27 Budget Proposal”Photo of Eleanor Roosevelt. Text reads: “Almost exactly 100 years ago, then-First Lady Eleanor Roosevelt spoke at the ribbon cutting of the first NYCHA development. She stressed how public housing could reshape the tenement buildings that defined early 20th century life, saying, “for the first time the rentals are within the reach” of the residents who lived in the notorious slums.” Text reads: “So what’s in it? Today, our City’s in a housing crisis and this vital resource sits in disrepair. Rentals within Reach is a two-pronged effort that brings us back to the promise of publicly-funded housing as a key pillar of our city’s safety net. Number 1: Open NYCHA Units. Our campaign calls for $170M to expedite vacant unit repairs in NYCHA. With a backlog of over 6,000 vacant units, representing more than the entirety of Queensbridge and Red Hook Houses combined, the City currently prepares apartments at a rate of just 390 a month. Council Progressives are calling for the resources necessary to steadily increase that rate to 1,000 a month over the course of Fiscal Year 2027.Just as Mayor Mamdani filled over 100,000 holes in our streets in the first 100 days of his administration, we are calling for that same urgency to meet the ballooning number of NYCHA vacancies.” “Number 2: Open Supportive Housing Units. Our campaign also calls for $78 million to renovate 1,000 supportive housing units and permanently preserve an additional 325 units. We’re calling for a $13 million flexible expense pot to allow for repairs to HRA and DOHMH units so providers can re-rent. Additionally, we join the Supportive Housing Network of New York in calling for $65.3 million to permanently preserve 325 units.”

Caucus leaders Sandy Nurse, Tiffany Cabán, Alexa Avilés, and Kayla Santosuosso issue the following statement in regard to the release of Mayor Mamdani’s FY27 Executive Budget:

“We’re grateful to see the Mayor’s Executive Budget appears to maintain many of the crucial services that New Yorkers rely on every day. Among the many announcements, we appreciate the inclusion of an additional $26 million for the Office to Combat Hate, $20.5 million to implement the Street Vendor Reform Package, the baselining of $25 million for Promise NYC, and cuts to both wasteful vacancies at the Department of Corrections and bloated contracts.

For years, our members have stood determined to ensure that working New Yorkers do not bear the brunt of any budget deficit and we will continue to hold firm on this core belief. Negotiations aren’t over yet. There’s much more to be done to bolster CityFHEPS, NYCHA Vacant Unit Readiness, and other vital services.
