I hope this isn't actual fatalism on the capacity of the legislative branch to do draft and enact regulatory legislation - because it has the ability to do both - and more a cop-out for something they don't want to do in the first place (in which case, vote 'em out).

The reason why the tariff refunds went to corporations and not consumers is, like many things, because Congress. IF Congress had passed a law enacting the tariffs in the first place (Rs didn't want to), if Congress had passed a law mandating refunds for consumers, if if if. Congress didn't.
