NEW: DHS is proposing to scrap the 60-day grace period that lets certain foreign workers stay in the country legally after losing their job while they look for new work or prepare to leave. Under the new rule, their legal status would end the moment the job that brought them here does.

It is a notice of proposed rulemaking to remove regulations at 8 CFR 214.1(l)(2), ending the up-to-60-day grace period for certain nonimmigrants after their employment ends. Congress went out of its way to say we can't risk a single district court judge going crazy on redistricting cases, so they go to special three-judge panels only. Judge Clark is flagrantly breaking that law by refusing to convene a three-judge court in the Missouri case. That is not discretionary.
