Not really. The Army's promotion system was just seniority: no merit, no up or out. Marshall replaced it with 2 reviews: vetting for vigor and judgment by a panel of retireds he selected; testing in Louisiana Maneuver for ability to innovate with the new tech (tanks). 11 of 42 GOs commanding passed.

One of the biggest consequences of Russia's war will be a changed Germany. It took a long time, but Germany is changing its approach to military force, to intelligence, to the arms industry. The result will be a huge expansion of European military power, firmly directed at Moscow.

Cornell asked employers what’s wrong with college grads. The issue wasn’t technical knowledge but handling ambiguity, conflict, compromise & feedback. AI may make these “soft skills” more valuable. You can teach domain knowledge but it’s harder to teach motivation or how to work with others.
