People keep analogizing rent control to the minimum wage, suggesting that maybe empirical work will refute the theoretical work. But the empirical work is generally showing what theory would predict.

The fiscal year is over. The dying Social, Behavioral, and Economic division of NSF ended up awarding 90 total grants this year, as opposed to ~700-800 in recent past years. Source: grantwitness.org/nsf/analyses...
The graph shows the cumulative number of awards made by month across this fiscal year, as compared to the last 6 fiscal years. The line for this year is total flat until June, but then finally gets up to 91 by October. In prior years the increase starts building earlier and ends on average in the 700-800 range (with variability, last year was only between 400-500).

The debt figures you cite aren't quite right. SA-12 blends grad borrowing and accrued interest. For bachelor's recipients (SA-14A), avg debt fell from ~$35K (2018-19 grads) to ~$30K (2023-24), and the share of undergrads borrowing federally fell from 38% to 23%.

I'd settle for "stopped rising, modestly reversed" over "falling." Public 4-yr sticker tuition is ~2x its 1995 level though the last decade is -7%. For full-time in-state freshmen at public 4-years, real net cost of attendance was ~$21.0K in 2006-07 and ~$21.3K now.

This is consistent with our recent work showing that stronger labor markets since the Great Recession's peak explain much of the large declines in community college enrollment. And that students on the margin between work and CC are unlikely to complete their degrees. www.nber.org/papers/w34498

But I couldn't necessarily blame Vanguard. It was just extrapolating from the experience of the 1990s and 2000s. Turns out the 2010s and 2020s were just different, with real college costs plateauing or even declining. Why that happened is an interesting (and arguably open) question.

My oldest was born in 2010. When I went to start a college savings account that year, Vanguard essentially said "tuition has been rising at 8% a year" and, assuming this continued for 18 years, tuition in 2028 would be $250,000/year. Needless to say, that prediction was very very wrong.

Costs are definitely much higher than a generation (or two) ago. The update is that they're not more expensive than 10 years ago, which is harder for people to update on.

Yeah, my oldest was born in 2010 and Vanguard was telling me the predicted real annual rate of tuition increase was 8%! That was true in the decade prior but turned out not to be true in the last decade.

it's a generation still furious about that sharp increase from 2000 to 2015, worried about paying for their kids' college while they still have loans to pay. the shock of that experience is the sort that permanently locks in worldviews. same reason why it's hard to believe that wages went up.

When I worked at the White House, we constantly had to correct the speeches and memos that started with "The cost of college is rapidly rising." It's one of those zombie ideas that is hard to kill. College can be expensive, and moreso than it was for our parents, but let's get the facts right.
