There were exceptions (independent Charlie Chaplin famously rehearsed and experimented on film and only he could afford to work that way) and, say, comedy shorts would have been looser than features. Also, silents could and frequently were edited & retitled abroad to suit local censorship and taste

While some early troupes just set up and filmed, moviemaking became formalized pretty quickly. How can you budget a film without a scenario, after all? There were madcap write-as-you-film productions into the 1910s but the studio system was pretty well established by the 1920s and scripts formalized

I collect silent era correspondence courses and, while their advice should be taken with a grain of salt, they do provide examples of real scenarios or explain a bit of inside baseball. There were courses for acting and directing too, which were frequently punchlines in real movies.

Scenario writing was seen as the easiest entrance to motion pictures for amateurs and correspondence courses flourished. The fact was, though, most of the screenwriters had some connection to magazine, novel or stage writing prior to the movies or started as actors.

Most modern people attempting to make silent movies are afraid to trust their audience and rely far too much on title cards every time the actors open their mouths (the Mel Brooks SILENT MOVIE is guilty of this, though there are some well-written cards)

A witty title writer (Robert Benchley here) could enhance a film enormously and, despite declarations that titles should be eliminated, most people enjoyed a well-written card.

Reducing the number of title cards and even going without a written scenario were both stated goals at the time but, frankly, usually did not work. (DW Griffith was a huge proponent of no scenario-- gee I wonder why he was always over-budget.)

Some silent actors claimed they could say any nonsense they wanted. While there was surely some horsing around, silent era audiences were deft lipreaders and would catch on to any such shenanigans. Most actors knew to visually enunciate for the audience.

Please note that the title cards were generally written by a specialist (or sometimes a celebrity author) because they were considered to be their own thing. Also, there is NOT one card per line of "spoken" dialogue. That would be clunky and make the movie crawl. Brevity was the soul of wit

I had a question about the scenarios or screenplays of the silent era and thought I would answer with a few posts. I am going to focus on the feature era simply because more material survives. Silent movie scenarios could be all action and stage direction. This example is from 1916:
