PREFU says agency budgets are fixed in dollar terms. Each future Budget can add $2.4 billion in new spending, with no adjustment for inflation. Inflation lifts the tax take while those budgets stand still. A fixed budget buys less each year prices rise. The surplus is planned on that gap. #nzpol
