To do the math here you first have to fix a basic error: Bradford’s 2026 figure includes the rate budget (garbage, water, parking) but his 2011 figure does not. Real numbers: $9.4 billion in 2011; $16.6 billion in 2026. Now account for ~800K population growth and ~40% inflation.

Some of you may know that my grandfather was fired from his job as a school teacher in Philadelphia because he was a communist and wouldn't name names. So he sued the school district, it went to the Supreme Court, he lost ultimately. I just found some of his typewritten briefs. What a find!
