As the Trump administration takes a more adversarial approach with traditional allies and signals a willingness to use digital tools for coercive purposes (e.g. the ICC sanctions), this could herald a new wave of policies aiming at restricting digital globalization.

Our work shows how the weaponization of digital networks is contributing to the growing push for digital sovereignty. As security considerations trump economic interests, we see a new wave of policies where governments attempt to exert greater control over their national digital ecosystems.

Individual cases support the finding. Brazil and Germany, both targets of NSA surveillance, stopped short of closing their digital ecosystems. Meanwhile, China adopted one of the strictest data localization laws in the world.

Using the 2013 Snowden revelations to test our argument, we show that US adversaries became twice as likely to close off their digital ecosystems in the aftermath. They were also far more likely to do so than allied countries.

We argue instead that countries tend to close their ecosystems after digital networks are weaponized by an adversary. Given US centrality in the digital economy, this is largely a story about how other countries respond to American coercion online. 🇺🇸

While such regime-type arguments may hold some truth, they explain neither why some authoritarian governments never adopted these policies nor the timing of adoption among those that did. Despite its longstanding censorship policies, China notably had a relatively open data ecosystem until 2013.

In this context, countries across the globe have over the last decade adopted rules shaping how information moves into and out of their jurisdictions. Some have gone further, adopting what we call hard data localization policies, which aim to re-nationalize data collection and processing activities.
