German Reunification Day invites both gratitude and reflection. Gratitude, because the peaceful revolution of 1989 was nothing short of a miracle — a bloodless dismantling of a repressive regime. Reflection, because the wounds of the transition still mark the country —and because

The key implication: people have a general tendency to personal favoritism in professional selection, even in highly formalized bureaucracies. If autocrats can instrumentalize this tendency to select people who are in line with regime objectives, it stabilizes the regime instead of threatening it.

But *why* do networks help? Crucially, network promotions do not look like cronyism. Network-promoted cadres score as high/higher than regular promotions on many loyalty/comptence markers we observe: SED membership, medals, education etc Networks function as screening devices, not loopholes.

Felix Haass @felixhaass.bsky.social · 21/05/2026
We find evidence that informal networks played a role in promotions: Cadres whose brigade-mate was promoted early subsequently advance further themselves: rank increases by ~12% of a standard deviation, and the probability of entering the Nomenklatura rises by ~14% relative to baseline.
110 0
Felix Haass @felixhaass.bsky.social · 21/05/2026
The design exploits differential timing of within-brigade promotions. Treatment: a brigade-mate early (1986–87) vs a control group also with a brigade comrade who was promoted late (1988–89). So both groups have a rising network member, only the timing differs.

We use the GDR's Central Cadre Database—the regime's own electronic personnel system—covering most state-owned enterprises, ministries, and local administrations. Probabilistic record linkage yields a panel of ~180,000 cadres observed in 1985 and 1989, with career, party, and biographical details.

Felix Haass @felixhaass.bsky.social · 21/05/2026
To measure networks in this context we look at the work brigades: small groups of 10–20 colleagues working closely together day to day. Created by the regime for productivity/socialization, they became one of the GDR's few protected social spaces, fostering trust, friendship, and mutual obligation.

Felix Haass @felixhaass.bsky.social · 21/05/2026
We test this in the context of the German Democratic Republic. The Stasi maintained an enormous surveillance apparatus, the SED ran an unusually rigid, centralized & formalized cadre policy, and pervasive mistrust eroded social ties, making the GDR a least-likely case for informal network effects.

Felix Haass @felixhaass.bsky.social · 21/05/2026
Does this delegation open the possibility for informal personal networks in promotion decisions? And, if yes, do these networks reflect (a) decentralized patronage & cronyism (bad for the regime), or (b) screening for competence and loyalty under preference falsification (good for the regime).

Felix Haass @felixhaass.bsky.social · 21/05/2026
Dictators can't personally screen thousands of mid-level officials, so they must delegate personnel decisions.

Felix Haass @felixhaass.bsky.social · 21/05/2026
Modern autocracies — China, Vietnam, post-Soviet Russia, and others — have invested heavily in Weberian-style bureaucracies: entry exams, formal qualifications, top-down screening of cadres. But how much do informal personal networks still shape who gets ahead in these systems?

🚨 New publication alert! 🚨 Our article "Cadre networks and bureaucratic careers in autocracies" has just been published online first in @thejop.bsky.social 🎉 — joint work with Alexander De Juan & Jan Pierskalla www.journals.uchicago.edu/doi/10.1086/... Short summary thread below 👇
Title page of an academic paper titled "Cadre networks and bureaucratic careers in autocracies" by Alexander De Juan, Felix Haass, and Jan H. Pierskalla. The abstract examines whether formalized recruitment systems in autocracies eliminate informal personal ties, using biographical data on over 180,000 cadres from the former German Democratic Republic. Difference-in-differences models show that cadre networks aided individuals' career trajectories and that network-based promotions mirrored regime preferences rather than producing decentralized cronyism
