What allies the authoritarian right and the center-left is their commitment to protecting capital above all. Decarbonizing will likely create millions of new jobs in the U.S. and establish new industries and services worldwide. Economic studies show that phasing out fossil fuels and creating a net-zero economy inside ecological boundaries will lead to better economic outcomes than doing nothing. Climate impacts are already contributing to inflation, costing U.S. households between $400 and $900 per year, on average. And continued climate change will likely curtail economic growth. By one estimate it could make growth roughly 23 percent smaller than it would have been otherwise; by another it could worst-case contract the global economy so percent over the next 40-50 years. And these economic effects are already starting to occur. The costs of this summer's heat waves and fires in Europe are projected actually to zero out the continent's entire projected growth for 2026. But none of that poses much of a current financial threat to members of the global capital faction, which is to say ruling-class asset holders and rentiers, who can afford the current costs of climate change while watching their stock portfolios grow to record highs from the Al boom / bubble. However, asset holders and rentiers do face an economic threat from the phaseout of fossil fuels, and for the fossil fuel industry itself, that threat is existential.

I have a long piece out now in @currentaffairs.bsky.social, where I argue that — even if they call for clean-energy development — insofar they also seek the expansion of fossil fuels, liberals are allied with the petro-authoritarian right. 1/4 www.currentaffairs.org/news/liberal...

It may seem implausible to argue that liberals who are working hard to enable capital investments in clean energy could be the allies of the petroauthoritarian right. But they are exactly that if they support expanding fossil fuels— or even if they advocate for an "all of the above" energy approach, which means expanding both clean energy and fossil fuels like "natural gas" (which, let's be real, should accurately be called "methane gas"). We could blanket the entire planet in solar panels, and power every last data center with nuclear power, but if we continued to use coal, oil, and gas, the temperature would continue to climb with no end in sight. Dismissing that physics as irrelevant, even if you purport to agree that "climate change is real'" is obviously a form of disavowal that borders on denial.

On behalf of the undersigned Tribal organizations, we write to express our strong opposition to Title III of the Bipartisan American Affordability and Jobs Act (BAAJA), concerning changes to the Section 106 review process of the National Historic Preservation Act. While we object to other provisions in BAAJA, this letter will focus on Title III’s proposed changes, which are in deep conflict with federal trust and treaty obligations to engage sovereign Tribal Nations in government-to-government Tribal consultation and to protect our irreplaceable cultural heritage. They fail to respect our inherent sovereignty, self-determination, and Indigenous Knowledge. We urge the immediate rescission of this language from the proposal and ask that you instead consult with Tribal Nations on permitting reform that will bring Tribal Nations to the federal decision-making table earlier so that together we may guard against the further destruction of our sacred sites and cultural resources.

Permitting reform does not involve a binary choice between the pursuit of infrastructure projects and the protection of sacred sites through the Section 106 review process. Together, we can craft federal policy that accomplishes both aims. When Tribal Nations are brought into federal decision making at its earliest stages, we can help guide project design to avoid irreparable harm and legal violations—allowing for faster and more durable decisions. Indeed, without our Tribal experts, there is no way for a federal agency or project proponent—even with the help of archaeologists—to accurately identify our historic properties and the effects we may feel on them. We must be part of the solution, not pushed away from the table.
While we acknowledge that Title III contains some positive provisions, including the codification of Tribal consultation and an increase in the Historic Preservation Fund, these are far overshadowed by provisions that would undermine our ability to participate in federal decision making and protect against cultural loss...

Tribal Nations should not be forced to bear the brunt of these cultural and spiritual harms so the nation can further develop and transport its energy resources. We have already sacrificed the majority of our lands and natural resources—oftentimes through force or coercion—upon which the United States has become the world power it is today.
As Indian Country has noted repeatedly, early, robust, and meaningful consultation with Tribal Nations (that includes mitigation and avoidance requirements) and meaningful increases in funding owed for Tribal historic preservation will result in faster infrastructure deployment and greater certainty in the permitting process. While we strongly support robust and strengthened national infrastructure, any infrastructure buildout, in Indian Country and beyond, must not occur at the expense of Tribal consultation, sovereignty,
sacred sites, or public health.
It is with this in mind that we register our strong opposition to the Bipartisan American Affordability and Jobs Act as written. We urge you, in the strongest possible terms, to withdraw this language and work in collaboration with Indian Country on a more honorable alternative.
