En escenarios de “política democrática normal” las elecciones operan como el marco en que es posible incidir sobre la orientación del gobierno para confirmarla o modificarla. Para que esto ocurra, debe haber competencia libre y justa, y los partidos deben tener capacidad de articular intereses, diseñar una agenda e implementarla en caso de llegar al gobierno. El talón de Aquiles de las democracias contemporáneas no reside solo ni fundamentalmente en la emergencia de liderazgos populistas o autoritarios, sino fundamentalmente en la debilidad del sistema para cumplir con las expectativas de la ciudadanía (lo que a su vez genera el caldo de cultivo para el populismo).
