Today, selling a £1m house and moving to a £400,000 flat won’t change your children’s IHT. The estate is the same size. Under the Tory proposal, the £1m house was exempt from IHT, but the £600,000 you released is fully subject to IHT. Your house move caused £240,000 IHT.

A common complaint is that people on the Left ignore the dynamic effects of tax cuts. They just do a simple multiplication exercise and don't think about behavioural responses. That's often fair. But it's exactly the trap the Conservatives have fallen into here.

I'm sorry if this is obvious but the Tory proposal to exempt family homes completely from IHT will lead to 1] pensioners buying the biggest houses they possibly can 2] pensioners refusing to downsize which can only be bad news for younger families trying to buy family homes

Announced tax cuts: £4billion per annum. Given inflation, probably £25billion over a parliament. Announced spending: 50,000 prison places - there won’t be much change from £5billion. Britannia Shield - £10 billion. Just these three requires an extra £40billion to be found.
