Frankly, I'm not surprised the one-month saga has ended so abruptly. The Commission always kept its distance from the $27 billion deficit and refused to be drawn into a (contentious) debate over fresh money. The message to Kyiv is: focus on the reforms needed to unlock the €90 billion loan.
