the annoying thing about "ai/tech will solve everything" is that a lot of the time the actual barrier is "x department's data needs a way to talk with y department's data while conforming to various regulatory and process concerns" and that is hard people and technical work.

In the 90s USC successfully implemented a strategy of throwing lots of scholarship money at kids to raise the average test scores* and threw lots of money at faculty and facilities.
