It’s colloquially know as a “converse 1983” action, because Section 1983 is the federal law which permits suing state and local law enforcement for civil rights violations, and this would be a state law which permits suing federal law enforcement officers for civil rights violations.

Bradford’s supporters were instructed to give the app permission to access all of their phone contacts and mark them one by one according to their level of support for him. They get five in-app coins for each personal contact they submit, and were told this would earn them “rewards.”

The “Neighbours” feature showed the names and full addresses of people who lived near the user’s phone contacts and asked the user if they were also Bradford supporters.

They were also told to correct their contacts' names. “This is what it's going to use to match to the voter list,” said political strategist Hasneet Singh Punia, who was identified on the call as working with the “vendor” that created the Victory App.
