(🧵) For no particular reason, a (likely not) brief thread on why the shutdown of the US government, with the resulting furlough of public servants, does not happen in Canada. TL;dr: a combination of our Westminster system plus standing statutory authority works to prevent this from happening. 1/

Prorogation related procedural fact: The date indicated in the proclamation issued by the Governor General for the opening of a new session can be moved to an earlier date by means of another proclamation. This means that the next LPC leader could meet with the GG and ask for such a change.

CRA interpretation of its statutory authority is ripe for a constitutional challenge. It anticipates Parliamentary approval and implements tax measures as soon as a ways and means motion is tabled. It does not wait for a bill. I’ve never understood how this is legal

This is one of the best and clearest 🧵 I have read on financial procedure in Parliament. Estimates, Ways and Means motions and the “Budget” are often lumped together and misunderstood. In reality, they accomplish different things and are subjected to distinct and specific procedures.
