Becerra, 123 F.4th 939, 944 (9th Cir. 2024). In asserting this power, OMB raises serious concerns that it arrogates for itself the powers the Constitution allocates to Congress.
The Proposed Rule also raises separation of powers concerns by imposing conditions on congressionally-appropriated funds that run directly counter to express requirements and directives Congress imposed through the statutes governing the impacted federal funding programs. See, e.g., Child Trends, Inc. v. U.S. Dep't of Educ., 795 F. Supp. 3d 700, 727 (D. Md. 2025)

GLP-1 was discovered as a glucagon-like peptide encoded by preproglucagon in 1987 in research funded by NIH (NIDDK). Subsequent academic studies demonstrated that GLP-1 acts in an opposite manner than does glucagon, promoting lowering blood glucose level. 4/7

Called it, and I wish I hadn't. Hours after I posted on the OMB grants rule, NIH dropped NOT-OD-26-086: an RFI for a grant cap that is the 2017 Grant Support Index in its crudest form. Count a PI's simultaneous NIH grants, force relinquishment at 2, 3, or 4.

If I was invited to speak at a leading medical association meeting and the editor-in-chief of their journal wrote this about me, I'd skip my own talk and call the cops. Wouldn't you?
Just a year ago, in these very pages, we highlighted the many threats the current U.S. administration posed to the health of our nation (1). Since then, there have been actions by the administration that have caused grave health consequences, and their current approach will continue to do so. The numerous measles outbreaks and associated avoidable deaths have resulted in part from hyping disproven theories of harm rather than publicizing the effectiveness of the measles vaccine (2). Plugging the concept that diabetes is curable by “changing the food source” (3) simply ignores the large body of work that has demonstrated that it is not merely a disease of poor nutrition and the immense challenges of reinventing the food industry. Peddling conspiracy theories represents failures by officials of the Department of Health and Human Services (HHS), whose primary goal is to protect our health. These two examples represent just two of the broken promises made by the current HHS leadership during their confirmation hearings (4,5). And, despite promising oversight, representatives on Capitol Hill have shirked their responsibility and have allowed the country to continue along misguided paths that even they recognized as irresponsible (4).
