Is there any precedent at all for Congress meddling in how MedPAC conducts analyses like this? I can think of some maybe-analogues for CBO — dynamic scoring, policy baseline instead of current-law baseline — but nothing like this for MedPAC.

One thing I'm unclear on: Are these rebates only going to those *currently enrolled* in unsubsidized coverage? If so, does nothing to help the people who dropped coverage because they could no longer afford it without the enhanced subsidies.

First, no one was "overcharged." Second, Trump's decision to give surplus fees to only people who don't get subsidies means by definition he's giving money to the richest people on the exchanges *at the expense* of lowering premiums for the poor and working class next year. Bad policy choice.

The vast majority of ACA enrollees won't get $500 from the Trump administration, including: Those who still get premium subsidies, though what they're paying has gone up a lot with expiration of enhanced tax credits. And, those in mostly blue states that run their own exchanges.

One way you might believe a user fee surplus exists is because the admin cut spending on navigators to almost nothing. It’s not obvious to me that they can legally funnel surplus funds *only* to folks who lost subsidies, which feels transparently political ahead of the election, but not a lawyer.

Of course, there's basically 0 chance that the cost of ChatGPT for all stays at $13M/yr. The whole ed tech model is to offer an initial price that's ridiculously low, get schools hooked (ie, by helping them embed the new tech in all their systems), then jack up the price for contracts long-term. 3/

Wow — Politico reports that McDermott+, which was a pretty prominent health care lobbying outfit if you're in the DC policy space, is shuttering, apparently over objections to private equity plans. They had genuinely great, weedy podcasts that I've recommended to my students for years.

I wrote this because most journalists facing this pressure can’t. The paper we count on to check authoritarianism spiked an investigation into the Democratic Party because the party’s lawyers threatened to sue. Holding authoritarians accountable starts with holding your own side accountable.

Georgia is facing a Medicaid funding shortfall because the state has to adapt their work requirement policies to new federal standards, which are more lenient, vis-a-vis exemptions, than what the state had implemented and budgeted for in their partial expansion (receiving only standard FMAP).

Back in 2013, Republican officials in AR made the case for budget neutrality of its "private option" 1115 waiver by arguing that the state would otherwise need to stand up a costly new managed care regime to expand Medicaid. Now it's the first state to face waiver non-renewal under OBBBA policies.
