For RI, one reason I've heard for why 38 seats is because 75/2 = 37.5. The old legislature was 100 House, 50 Senate; so to preserve the ratio they rounded up. For something that happened in living memory (less than 25 years ago), it's kind of amazing how much rationale is not readily available.

Senate Prez and Speaker do in practice provide something of a check on each other, plenty of bills, whether good or bad, pass one chamber only to die in the other one. Disagreements aren't publicized, but they usually aren't in total lockstep with each other on everything.

while its contrary to history since WW2, there is *something* of an American tradition of dividing political power into as many disparate parts as possible... I for one am glad all legislative power is not wholly concentrated in the office of a single chamber's leader

pre-seperation of powers in 04 the GA was a lot more hands-on with running the different parts of the government, incl. appointments within cabinet departments. Honestly sometimes it feels like RI politics for the last 15 years has been in its own "nothing ever happens" era in comparison

The Journal isn't printed locally anymore. Which means earlier deadlines for the print edition. Which means we don't see a traditional Day-After-the-Election front page until two days after the election. This is today's paper. (The website has been constantly updated & coverage has been great.)

PSA: quality journalism is not free to produce. It costs quite a bit of money, mainly for the time and labor of the folks producing it (reporting, writing, editing, photographing, etc.). The internet has given many folks the false impression journalism has no cost bc it is often free to access.
