As a lifelong potion-hoarder because hey, you never know, maybe I'll need it more later, I definitely feel this struggle. A big part of why I enjoyed Dragon's Dogma, e.g., was how navigating that ambiguity during planning was a core part of the game.

It's hard to say for certain, but I kinda think that software-only recursive self improvement of AIs would hit diminishing returns at some point well short of true super-intelligence, provided we don't also provide them with unlimited compute power. Humans still control the physical hardware.

Money that comes into the United States government is government revenue. It is part of the public fisc. There's not "taxpayer money" and then "extra bonus money outside the rules." It's all taxpayer money. And spending *any* of it requires Congressional authorization. 2/
