If I had to hazard a guess, I'd say that Americans are more likely to think of children as some form of property or investment to be kept under firm control, because what is best for the child is of far lesser import than what is best for the "family". I'm probably cynical about this.

Nakedly in Putin's pocket, as if he weren't before. The lifting of sanctions and "buying Russian deisel" is an excuse to turn on Ukraine if they keep hitting Russian oil refineries. All of this benefits Russia directly.
