I think what Badenoch meant to say here is: “British employers are dependent on welfare to subsidise a massively underpaid workforce” - particularly when you consider that around 40% of claimants are actually in work. But that’s just me splitting hairs, I suppose.

When business groups judge a government has firmly decided to do something they don't like, they often cut their losses and stop criticising it because their cost-benefit analysis says that speaking out won't stop it but could piss off the government, get them frozen out, or worse. See: Brexit.
