They didn’t! The technology that allows ebikes to work also allow safer-to-use mopeds and under powered motorcycles/motorized cycles. Cops are lazy and don’t care about enforcing laws that don’t involve combustion engines. And retailers are happy to make a buck selling unregistered motorcycles.

There is an odd “Dog that Didn’t Bark” with Greece at this time: every BA culture knew of the Sherden and other Sea Peoples (Egypt named them) except for the Greeks. The only way from Sardinia (assuming that is right (no)) to eastern med is past Greece but nothing like them is found in the record.
