If you include "independent" in the statutory name of a body it means people may doubt its independence. If you write that it must "aim to be" independent it means the doubt has good cause. If you tell the body it must act like it's part of a system, you are as good as making the doubters' case?

Well … philosopher Hilary Putnam told me that when IQ tests were piloted women did better than men. When the results were analysed women did better on some types of question, men on others. So the mix was readjusted so that men and women came out equal, on average.
