If City’s ownership aren’t forced to divest for serial corporate fraud, what exactly is the point of the fit and proper ownership rule? It’s been asked plenty of times about other owners (looking at you, Forest!) but “conspiracy to defraud the league” doesn’t seem very fit or proper.
