Answer:
The Constitution does not give the president the power to run or set the rules for federal elections. States have the main job if administering them. Congress can change most of those rules by statue. The president's role is to enforce existing federal law, not to replace state or congressional election rules.

PSA: The Trump administration changed the form used to register and request absentee ballots, removing the checkbox for US citizens who have never lived in the US(even though some are eligible to vote under state law). The change could block eligible voters and was made without proper public notice.

Don't lump all billionaires with bad ones. Think of those who own companies providing worthwhile employment, on good salaries, with good health & pension benefits. Who invest in the companies so they can employ more people. Who invest in research that helps people & the planet. Who give to charity.
