Most important: departments can only be successful if we have the services that people in crisis need. As some cities are finding, our net is too inadequate. One expert recently told me that nearly every shooter in DC in the past few years has been on a long waiting list for supportive services.

That creates vulnerability and precarity. Charity gets cut when budgets get tight. Safety doesn't. Siloing the work also means that we lose the benefit of building strategic connections between many interventions. Community Safety departments can help solve both problems. And raise new questions.

We all know that there are lots of things we can do to build safer neighborhoods beyond just law enforcement. But often when we talk and think about those things, we do so as though they are a bunch of standalone programs, often framed in charitable terms, rather than safety oriented ones.

An aside, but it's clear Trump has gotten the memo that a lot of longstanding judicial doctrines basically give the Executive Branch a free pass on anything once it's called National Security. This and the whole absurd "we're going to store drones in a memorial arch" are the logical end result.
