Canada's Species at Risk Act: listing lags and limbos
Canada's Species at Risk Act (SARA) aims to prevent wildlife extinction and facilitate the recovery and management of species imperilled due to human activity. A species may only be included on SARA after scientific assessment and a Cabinet decision. Recommended timelines for each stage of this process were introduced in 2017. We evaluated the influence of these recommendations by comparing delays before and after 2017, focusing specifically on the second stage where timelines are not mandatory. We also analyzed stated causes of delay for each species considered for listing. We found that decisions were made within the timeframe for only 6% of 288 species, and 31% were listed after delays. Critically, 85% of 181 species waiting for a decision have already exceeded recommended timelines. Timeline compliance did not improve after the 2017 policy was introduced (longer median decision times and proportionally fewer species advanced to decision), where decisions exceeded the timelines by an average of 477 days (versus 484 days pre-2017). Certain species groups, particularly marine vertebrates, experienced disproportionate delays, but publicly available information highlighting causes of delays is limited. Despite the intention of the 2017 policy to expedite decision-making, species at risk in Canada continue to wait.

2 DAY WORKSHOP: Positionality, Power, and Preparing for Indigenous-Led Work in Fisheries and the Aquatic Sciences
October 26 & 27, 2026

Frameworks for bringing knowledge systems together, including knowledge bridging, weaving, or Etuaptmumk (Two-Eyed Seeing), ask practitioners to engage with a clear sense of our own values, assumptions, and knowledge systems. Despite the growing interest in these multiknowledge collaborations, many of us trained in fisheries and aquatic sciences were never asked to look closely at the assumptions underlying the science we practice, or how our field came to hold authority over fish and water.

In this two-day hybrid workshop, participants will examine those assumptions to begin preparing for work with Indigenous community partners. Individual participation can be entirely virtual as needed.

Who is this for: Non-Indigenous practitioners, and anyone new to community-engaged or Indigenous-led work, across government, NGOs, consulting, industry, and academia. No prior background in this material is required. 

What this is, and isn't: Two days provide a starting point for ethical and responsible community-engaged work with Indigenous researchers, not a credential or a complete toolkit. Participants will leave with a foundation they can build on, and a clearer sense of what they bring into intercultural collaborations.

FISH506Y - Community Driven Science: Developing Tools for Partnered Research with a Focus on Indigenous Communities and Aquatic Science

This graduate-level course at the University of British Columbia is designed to introduce students to critical approaches to and ethical frameworks surrounding scientific practice, with particular focus on aquatic science. This course will focus on contexts specific to the lands and waters where we are situated and will emphasize working in partnership with Indigenous Peoples and Knowledge systems in aquatic science across the lands now known as Canada.

Through action-oriented learning, students will critically examine the colonial legacy of Eurocentric science. They will develop strategies to work in partnership with Indigenous Nations and organizations, fostering relationships built on trust, mutual respect, and shared goals. The course emphasizes co-creation of knowledge, ethical research practices, and the weaving of Indigenous ways of knowing and scientific inquiry, ensuring that research outcomes benefit Indigenous partners and meet their needs and priorities.

By the end of this course, students will be prepared to engage in ethical, transformative research that supports Indigenous sovereignty and advances anti-colonial science.

For non-scientists, LTER programs run for decades, so scientists can learn how ecosystems change over time. These programs cover ecology, evolution, systems biology, and it includes animals, plants, even microbes, and more. We learned so much about how our world works with LTERs. This sucks :(
