There may be cross department freezes on grantmaking and communications in the federal government. If so, this is impoundment. The way we have reversed this in past is through loud opposition online, to Congress, and in the media. Y’all know what to do.

Starting in Spring or Summer 2027 K99/R00 (under its new activity code KT1/R00) will only be available to US citizens, permanent residents, and non-citizen nationals. I am hearing this from many program officers, but NIH has yet to make an official statement to my knowledge.

Today @sbm.org sent an email highlighting OMB/Vought's proposed grant-making rule. Credit for raising awareness & committing to comment. But I was incredibly disappointed they included the admin's threat of unlawful retaliation clearly designed to scare off commenters. Do NOT let them scare you. 🧵
What YOU Can Do
 
SBM has been informed by a trusted source that organizations and individuals who submit comments may jeopardize federal grant funding (current and future). Everyone must weigh their own risks. These decisions are not easy. For those interested in submitting individual comments, here is a great resource from former NIH official Dr. Elizabeth Ginexi about how to draft individual comments and how they can make a difference. Submit your own comment here. Comments are due July 13.
 
Members can also connect with their institutional government affairs offices to encourage or contribute to institutional comments.

We are planning a formal comment submission to OMB. We are working with our partners, including the Coalition for Health Funding, the American Psychological Association, and Research!America, on a larger, coordinated campaign. We are engaging our NIH Policy Ambassadors for more action within the agencies and Congress. We are committed to keeping members informed as this situation evolves and new SBM actions are planned.Proposed Rule Changes Would Codify White House Control Over Federal Grants
 
The White House Office of Management and Budget (OMB) is advancing a sweeping rule change that would further politicize the federal grant process. Proposed rules published in the Federal Register Friday would implement various Trump Administration executive orders and codify problematic existing practices. The rules would:
 
Set up a process for political review of grants by directing “senior appointees” at federal agencies to take charge of awarding and terminating new and existing research grants and other federal awards. The proposal states, “Peer review remains advisory and does not replace agency discretion.”
Allow for grant cancellations for any reason, including misalignment with Administration executive orders and policies.
Prohibit grant funds from being used for conferences unless participation in the conference is expressly approved by the agency and included in the terms and conditions of the award.
Prohibit grant funds from being used for professional memberships unless there is prior written agency approval and the membership is expressly necessary to satisfy the award requirements.
Prohibit indirect cost funding from being spent on publishing articles in scientific journals.
Ban funding for research into topics such as diversity, equity, and inclusion and "gender ideology."

Washington just passed a “millionaire tax,” after Massachusetts passed its own in 2022. New Mexico enacted universal childcare last year. And organizers in Montana and California are advancing a ballot measure that would get corporate money out of politics. We still have power to fix the system.

We have a rotating exhibit of Cajal drawings at NIH. Along with the drawings, a 3D printed model of the image is printed to make Cajal’s work accessible. I was invited to write captions for the images with a group of NIH neuroscientists but our last contribution, from Dec. 2024, never went up.
