I have a neighbor who’s outside for hours revving his motorcycle, but not riding it. I don’t know enough about motorcycles to say if this is a thing you do as part of normal motorcycle ownership, but I suspect he might just be a noise artist who isn’t in a noise scene so this is how it manifests.
