As a GM, I would just scan and give copies of the appropriate grids for their PCs to the players. For wargames, I have seen spiral bound used to good effect when there are up to 4 frequent tables. Stick a coloured tab on each page and it's easy to flip to use them. Perfect bound not so much.

Sorry I'm not familiar with the area but it would appear on the map that Arncott and Ambrosden are 1) larger and 2) between Piddington and the proposed housing site. Further, HM Prison Bullingdon, full of actual criminals, is right next door to Piddington. What am I missing here?
