The Texas maternal mortality numbers have been truly terrible for a long time. I don't know how people who live there can vote for GOP candidates who are actively making this worse. Young women are dying needlessly.

ENVIRONMENTAL AND FINANCIAL COST
Strubell et al. recently benchmarked model training and development costs in terms of dollars and estimated 퐶푂2 emissions [129].
While the average human is responsible for an estimated 5t 퐶푂2푒
per year,2
the authors trained a Transformer (big) model [136] with
neural architecture search and estimated that the training procedure
emitted 284t of 퐶푂2. Training a single BERT base model (without
hyperparameter tuning) on GPUs was estimated to require as much
energy as a trans-American flight.
While some of this energy comes from renewable sources, or
cloud compute companies’ use of carbon credit-offset sources, the
authors note that the majority of cloud compute providers’ energy is
not sourced from renewable sources and many energy sources in the
world are not carbon neutral. In addition, renewable energy sources
are still costly to the environment,3
and data centers with increasing
computation requirements take away from other potential uses ofgreen energy,4 underscoring the need for energy efficient model
architectures and training paradigms.
Strubell et al. also examine the cost of these models vs. their
accuracy gains. For the task of machine translation where large
LMs have resulted in performance gains, they estimate that an
increase in 0.1 BLEU score using neural architecture search for
English to German translation results in an increase of $150,000
compute cost in addition to the carbon emissions. To encourage
more equitable access to NLP research and reduce carbon footprint,
the authors give recommendations to report training time and
sensitivity to hyperparameters when the released model is meant
to be re-trained for downstream use. They also urge governments to
invest in compute clouds to provide equitable access to researchers.
When we perform risk/benefit analyses of language technology,
we must keep in mind how the risks and benefits are distributed,
because they do not accrue to the same people. On the one hand, it
is well documented in the literature on environmental racism that
the negative effects of climate change are reaching and impacting
the world’s most marginalized communities first [1, 27].6
Is it fair or
just to ask, for example, that the residents of the Maldives (likely to
be underwater by 2100 [6]) or the 800,000 people in Sudan affectedThese models are being developed at a time when unprecedented environmental changes are being witnessed around the
world. From monsoons caused by changes in rainfall patterns due
to climate change affecting more than 8 million people in India,9
to the worst fire season on record in Australia killing or displacing
nearly three billion animals and at least 400 people,10 the effect
of climate change continues to set new records every year. It is
past time for researchers to prioritize energy efficiency and cost
to reduce negative environmental impact and inequitable access
to resources — both of which disproportionately affect people who
are already in marginalized positions.

Reuters focus is financials. This article understates how much better BYD's technology is than their legacy competitors. Toyota built cheaper, smaller cars that were reliable. BYD is building cars with range, charging times, features, and performance that no legacy carmaker can touch.

The transmission projects that need permitting are largely interconnects and upgrades. SunZia is an outlier: long distance, new construction, sensitive habitat. There are few projects like this. Does anyone know of a good list of permitting issues by category?

Most transmission on the West Coast is in existing corridors. Westlands is the more common case. Crossing New Mexico and Arizona took careful planning to avoid big mistakes. It's working and was done right. That's positive.

I live in Contra Costa County. We built a fourth tunnel on Hwy 24 under the Obama "shovel ready" program. You didn't hear about it because is was on-time, under-budget, mostly local money. In our town of 25K people, two new complexes with 500+ new units just hit the market. More in the works.

Fun fact: California has more housing units than any other state. All of the them high quality, with strict code requirements for energy efficiency, earthquake resistance, etc.. As a result, they are worth more than the average in the rest of the country. This is good, except on Faux News.

Two related points: 1. If planning departments were staffed adequately, permitting would not be a bottleneck. 2. Currently planning departments are swamped with applications for data centers and infrastructure that will never be built or operated. They could staff up, or demand proof of demand.

The most critical question is: "Why are we talking about permitting reform?" Out here on the West Coast, we have no problem building all of the renewable generation, storage, and transmission required. In CA, that's with CEQA. The barriers in the rest of the country are not permit related.

In California, cleanup started back in the 1960s. Damage first from hydraulic mining 100 years earlier. The rivers in Gold Country flow through the state capital, so they banned it. I'm two towns over from Martinez with two oil refineries. There was some restoration required for the wetlands.

Back then, roads in Cambridge and Boston were terrible. Potholes, zero bike infrastructure. With regular bikes, I would bend or break parts regularly. Mountain bikes took ruggedness to a higher level. Never had the slightest problem with the Fuji.

You're just getting started. In 1980, I bought the first major-brand mountain bike. Fuji put a tandem fork on a beefy road frame, wide bars, cantilever brakes, off-road tires. Today, it's our son's daily ride, upgraded with a motor in the bottom bracket, 46 years later.

It's a new requirement. No other country does this. It's not balcony solar if you can't just plug it in. Unless you happen to have a 10A dedicated circuit with no loads, you are rewiring to the panel. Permits, inspection, real money, real time.

Construction 2023-2026. Despite challenges: three years, start to finish. Discussions started in 2016, or even 2006. Once planning and financing were in place, it moved forward. Pretending that transmission permitting can be improved by giving a blank check to fossil fuel interests is suicidal.
