In conducting this hearing, the Court is not called upon to resolve factual disputes between

77.2 These facts establish that high-ranking government officials, including then Secretary of DHS
Kristi Noem and Elon Musk, engaged in a coordinated public relations campaign to impugn the
personal and professional integrity of Ms. Comans. For reasons unfathomable to this Court,
officials chose to turn the power of the federal government against a singular employee with an
impeccable record of public service. In short, Ms. Comans was professionally targeted and
personally attacked by government officials for no legitimate reason. The attacks against Ms.
Comans were based entirely on false information, and many government officials knew the
accusations were untrue at the time they were made. With no regard for the truth and with no
consideration for the personal and professional effect on Ms. Comans, government officials
exploited their access to mass media outlets to broadcast false information. These false
statements reached hundreds of millions of people. The purpose of this Order is, to the best of
this Court’s ability, to correct the public record and establish as a matter of law that the
statements made by these officials about Ms. Comans were objectively and demonstrably false.

5 U.S.C. 552. This Court previously granted certiorari, vacated the court of appeals' denial of a writ of mandamus, and remanded for the court of appeals to "narrow" discovery in light of "separation of powers concerns." On re-mand, respondent withdrew several of its discovery re-quests, and the court of appeals again denied the government's mandamus petition without any new analysis regarding the remaining discovery, which includes numerous requests for internal communications and a deposition of USDS's head. The effective tariff rate on instruments in June was about 13 percent, said Cullen Hendrix, a senior fellow at the Peterson Institute for International Economics. That was down from a peak of nearly 24 percent last September but more than twice as high as before Mr. Trump’s second term.
Band and orchestral instruments have been hit the hardest, he said. In the second quarter of this year, imports of instruments were down nearly 20 percent from the same period in 2024. Imports of orchestral string instruments, including violins, violas and cellos, dropped 50 percent. Brass instruments fell 43 percent.

“It’s hitting the horns, it’s hitting the strings, it’s hitting the percussion,” Mr. Hendrix said. “All of those things combined are kind of sapping the available pool of tools that we can provide these children to begin their journey.”
