The trend in the trans legislative tracker is pretty clear, an increase in legislation, but also passage. Never mind regulation and executive orders - which even if unlawful and eventually overturned - have deeply affected trans people in "random red states" Or hell, prisoners in "good" states.

They restricted these surveys in multiple states in the last few years. States moved to require opt in with parental consent to administer the surveys. Then the CDC stopped reporting data about gender identity in 2025. Given the broader anti LGBTQ hostility it's not a surprise numbers declined.
