What should we make of Trump’s grand strategic behavior? In this essay, I argue that U.S. foreign policy under Trump marks a shift toward a mode of order-building and order maintenance that closely resembles how the Soviet Union managed its sphere of influence during the Cold War.

If you try to force a rational strategy explanation onto decisions made by emotional impulse, you'll eventually come up with something, but it won't be accurate. Sometimes adults who look like they're throwing a fit in public are really just throwing a childish fit in public, but with more power.
