House LHHC bill is out. Lots of hits to HHS, but the top line number for NIH is 1% decrease, mostly due to cuts ARPA-H. This seems like a huge rejection of the president's budget request.

TL;DR: 5 justices say Trump doesn't have to immediately restore the funding, but 5 *also* signal that the underlying directives are unlawful. That sends a fairly strong (if mixed) message that Trump will lose these cases *eventually,* but only once they're brought in the Court of Federal Claims.

Estimates of new pay lines given multi-year funding
screenshot that reads: "Under an MYF scheme, funding paylines—which determine the percentile (or rank) score needed for a study to receive funding—will plummet regardless of field of study or national funding priorities. For example, the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) projects its payline for FY25 will drop from the 12th percentile to somewhere between the 5th and 9th percentile. This drop in payline means 25 to 60 percent fewer funded studies. For the National Cancer Institute (NCI), the payline plunge is worse: dropping from the 10th percentile in FY24 to an estimated 4th percentile this year. Internal estimates from the National Institute on Aging (NIA) and the National Institute on Mental Health (NIMH) look similarly dismal, with the number of fundable grants projected to fall by a factor of 3 or 4 compared to last year."

Vought and his “no more NIH money out the door” footnote is a power struggle. Between R’s getting antsy about hard votes and Senate signaling support for science funding, Vought had to signal his dominance in some way. Now is the real test: are R’s more afraid of Trump et al. or their constituents?
